East Coast Migrant Head Start Project (ECMHSP) was established in 1974 to provide continuity of Head Start services to children of migrant farm workers on the east coast of the United States.

ECMHSP serves children ages birth to five years whose families qualify based on the federal poverty income guidelines and the federal definitions of migrant and seasonal farm workers.

Our Mission

East Coast Migrant Head Start Project is committed to preparing young children for educational success – especially the children of migrant and seasonal farm workers – by providing holistic, high quality early childhood services for families in a nurturing, culturally sensitive environment.

ECMHSP is a private, non-profit agency whose work is supported by funds provided by the Migrant Programs Branch of the Head Start Bureau, Administration for Children, Youth and Families and the Department of Health and Human Services.

ECMHSP has an elected Board of Directors, which has legal and fiscal responsibility over the organization, and a Policy Council composed of parent representatives. The Policy Council, the Board of Directors and the ECMHSP Management Team share decision making about the nature and operation of ECMHSP.

ECMHSP arranges for the availability of Head Start services in two ways:

--contracting with existing agencies, called delegate agencies; and

--operating its own center-based programs, referred to as Branches, in Florida and in North Carolina.
